On January 21 officers were dispatched to a vacant residence in the 2300 Jasper St in reference to possible theft of water utility. The officers made contact with the property owner who verified that the residence was in fact vacant. The suspect later identified as Michael Arbuckle was located at the vacant residence. During the investigation the officers on scene observed that the water meter lid was off and the water line had been tampered with and modified to allow the water to flow without the presence of a meter. A garden hose was also observed connected to the newly created modification. The garden hose was laid in a trench which led up to and connected to the water line leading directly into the residence. Arbuckle was arrested for criminal mischief-causing public water supply to be diverted by installing a bypass device.
